Role Definition

DESCRIPTION OF FUNCTION

Develop and implement the Project Supply Chain Management (SCM) strategy for the Project collating the input from key Project team members and in accordance with Africa SCM policy.

He is responsible to the Project Manager for the success of the SCM activities and deliverables in accordance with agreed schedules, milestones and cost, with focus on meeting the Project’s overall schedule and profitability

KEY RESPONSIBILITIES

Set up an optimum functional organisation in terms of resources and procedures and ensure that the SCM personnel assigned to the Project are aware and work to approved procedures and in accordance with Client Business Conduct Policy.

Ensure the implementation of HSES Objectives.

Manage the dedicated SCM resources assigned to the Project.

Develop and supervise the updating of the Project Procurement Plan and provide regular and accurate status of SCM activities by means of appropriate reports.

Review and finalise the Project Bidders Lists based on Company and Client approved Suppliers Lists and in accordance with the approved SCM Group strategy.

Organise the Project SCM Kick off Meeting.

Prepare the Project Special Terms & Conditions of Awards (including flowdowns from the Main Contract) with the assistance of the SCM Contract Engineer.

Ensure the enquiries are issued in line with contractual requirements and Client procedures, liasing with Project Engineering Manager for review of technical clarifications or deviations.

Ensure technical and commercial discussions with Suppliers and Subcontractors take place in a professional and ethical manner.

Review bid evaluation tables and recommendations, and ensure their approval by the proper authorised personnel.

Manage the preparation of Awards.

Ensure overall coordination on the Project between Purchasing, Inspection, Expediting and Transit activities.

Follow-up of SCM budget and report any major deviation.

Manage the interface with Engineering and ensure coordination on the Project beteween SCM and Engineering, QA, QC, HSE and Operations.

Liase with Project Controls for Authorisation for Commitment on Expenditure (AFCE) approval and Suppliers/Subcontractors invoicing.

Ensure proper closing out of the Contracts with Suppliers/Subcontractors.

Provide a Project Close out Report incorporating SCM lessons learnt and analytical data related to SCM activities.

Ensure Assessment of Suppliers are performed in time

AUTHORITY/DIMENSIONS

The Project SCM Manager is not authorised to commit the Company on his own. Any commitment with third parties must be authorised by budget holders.

Negotiations with all Subcontractors/Suppliers.

Qualification

CAPABILITY PROFILE – KNOWLEDGE, SKILLS, EXPERIENCE AND BEHAVIOURS

  • 10-15 years experience in the SCM discipline and the industry of Oil & Gas
  • Project Management experience

A minimum of 10 years in SCM position having already assumed Project SCM Manager position
