Role Definition

Single Point of Contact:

QHSE Site Management shall be the single point of contact between The Tenderer and AMS for all QHSE services if not stated otherwise below


Required competencies and experiences:

1.           Overall Responsibility for

  • Assisting with develop of QHSE plan and any QHSE steering document to be in compliance with country regulations.
  • QHSE Engineer
  • QHSE Engineer Offshore/Client Representative (just QHSE-related items)
  • Communication internal/ external of QHSE Department
  • Personnel management The Tenderer QHSE Site Personnel
  • Review/ improvements of all QHSE processes

2.           Communication to Project QHSE Management

  • Regarding the personnel management QHSE Site Personnel
  • Recommendation of QHSE issues on future strategy
  • Progress reports

3.           Communication to all site project teams (e. g. Site Management, Package Managements, Installation Managements and other relevant project site personnel)

  • Regarding the personnel management QHSE Site Personnel
  • Regarding recommendations of the QHSE Site Personnel Progress reports

4.           Single point of contact for

  • French HSE entities and authorities.
  • QHSE Managements of the contractors

5.           Lead of all QHSE Site Meetings

  • Internal
  • External



o     Reporting to Site Management and QHSE Management

o     Review of QHSE documents

  • Ensure that Competence Assessment of contractors on site are carried out
  • Ensure that QHSE reviews of contractor documents have been carried out
  • Enforcing QHSE site rules
  • Ensure that the site adheres to safety rules and regulations
  • Weekly QHSE reporting
  • Follow up on accidents and incidents
  • Ensure communication with Marine Coordination

o     Chair weekly QHSE meetings

o     Cooperate with CSPS in ensuring the compliance with the PGC

o     Participate on CISSCT meetings when requested by the CSPS

o     Participate in contractor’s kick-off meetings

  • Participate in QHSE audits and inspections of contractors
  • Ensure that contractors adhere to their own QHSE requirements, procedures and follow up on their performanceProvide QHSE feedback to Project QHSE Management
  • Perform site walks
  • Ensure site inductions are carried out

o     Be the focal point for HSE on site

o     Ensure that HSE information is being communicated

  • Ensure that contractor documents (e. g. PPSPS, RAMS) are being reviewed and accepted prior to start-up of work
  • Ensure that the Project complies with all relevant requirements
  • Ensure the implementation and usage of the project procedures
  • Site plan review, preparation of and recommended safety set-up
  • Consult with Site Management on QHSE related issues for resolution
  • Planning / Participation of rescue drills at construction site; pre-planning with internal/external HSE Management; Analysis of offshore drills; participation in workshops with all involved parties


1.           Five years of experience of Site QHSE management within construction

2.           Knowledgeable in QHSE French laws and regulations.

3.           French language skills preferable


1.           Estimated number of personnel under the service: 1

2.           Expected shift pattern: 5 days per week 8hrs. Rotation to be determined by the tenderer.
