Role Definition

Responsibilities:

o     The role will be to actively manage the site office administration, site facility management, offshore technician service, client representative service and support contracts on behalf of the team.

o     Support the construction team with tasks relating to the installation and commissioning phases of the project across all packages

o     Directly support all packages with onshore and offshore logistic planning and implementation;

o     Allocation of daily/weekly works via the permit to work

o     Ensure continuously site operation in a smooth and non-interrupted schedule of construction works under their control;

o     Ensure the subcontractor’s compliance with its contractual obligations;

o     Ensure Client's interests are protected both onshore and offshore;

o     Is totally aware of the contractor’s on site and all relevant team leaders of the contractors working for the project;

o      Ensure Q&HSE policies and procedures are maintained during the offshore works;

o   Daily coordination of works between the different contractor

Tasks

o     Supporting into the project scheduling, progress tracking & reporting, development of measures, Check and verify the contractor’s progress, costs and daily reports;

o     Participation on regular coordination meetings for ensuring the continuous and smooth delivery of services provided;

o     Manage all offshore HSE and Quality issues and immediately communicate with the respectively parties regarding the nature of events / incidents / problems during construction;

o     Control the operation of the site office including sub-contractors working for the site office;

o     Support with coordination between Installation and Commissioning (assist with hand overs / responsibility transfers and offshore daily planning);

o     Participates in the Coordination meetings;

o     Attend progress meetings with the contractor(s) and take receipt of progress reports;

o     Ensure that the construction support works are completed to specification and schedules, sign off completion certificates etc.;

o     Clarification of the interferences with the involved contractors: prioritization of works if necessary; refusal of planned works if necessary;

o     Daily tracking of the status of works and disrupted workflows in relation to the installation schedule;

o     Planning the works of the contractors for the upcoming days/weeks to avoid interferences between the contractors;

o     Prepare Resource Allocation Plan in relation to his/her group of responsibilities.

o     Including forecasting, raising work order, reviewing reports and recommending actions to be taken.

o     Comply with on-site Quality, Health and Safety and Environmental (QHSE) requirements;

o     Read, understand and comply with Company Policies and Procedures at all times;

o     Organize (as per the Client Site Manager and site teams instructions) and participate in toolbox talks, safety meetings/campaigns and assist the QHSE team in reporting;

o     Liaison with site management and construction teams and provide support as required;

o     Collect, check and process permit to work, timesheet and invoices;

o     Daily tracking of the status of works and disrupted workflows in relation to the installation schedule;

o     Planning the works of the contractors for the upcoming days/weeks to avoid interferences between the contractors; and

o     Prepare Resource plans for the Client site team service labour.

o     Control the operation of the site office including sub-contractors working for the site office;

o     Participates in the Coordination meetings;

o     Attend progress meetings with the contractor(s) and take receipt of progress reports;

o     Ensure that the construction support works are completed to specification and schedules, sign off completion certificates etc.;

Qualification

o     Must hold and maintain GWO training, and offshore medical certificates

o     Significant administrative background;

o     Strong communication skills;

o     Strong customer orientation skills;

o     Advanced Business Administration skills;

o     Advanced awareness of Health and Safety related to construction;

o     Proven ability to work in a construction site’s environment; and

o     5 years of documented experience within project, onshore and offshore construction support management;

o     5 years of documented leadership experience; and

o     5 years of documented experience within HSE Management.

o     Liaise with the contractor(s) representatives;

o     Act as an interface between all local authorities and the contractors;

o     H&S on a daily basis;

o     QA/QC on a daily basis;

o     Liaising with vessel representatives; and suppliers and warehouse staff.

o     French language skills preferable

Conditions

o     Estimated number of personnel under the service: 1

o     Onshore shift pattern: 8 hours. Monday to Friday. Work pattern to be defined by tenderer
