Construction

The consultant(s) shall:

• have a strong PMO experience of or a complete project management experience applied to offshore construction (Experience of PMO discipline applied to offshore construction, number of projects in track record = 3; number of years of experience = 5 to 10)
• be familiar with project management standard such as the PMBOK Guide published by the Project Management Institute.

The documents shall:

• Be compliant with PMI standards;
• Address the relevant findings of audit reports to be supplied by Employer at mission start;
• Take into account the project organization;
• Be fit for the purpose of offshore wind projects.

For each part, the service provider shall:

- Realize an audit by identify inputs needed from each process owner through workshops with process owners. The list of existing documents will be provided at the beginning of the mission;

- Take into account the conclusions of existing audits, quality management reviews as long as the recommendations for management plans, procedures, processes are aligned with PMI standards. The reports will be shared at the beginning of the mission.

- Define a detailed retroplanning of the workshops for deliverables preparation and review by the Employer: The retroplanning will be used to determine when the process owners, directors will be mobilized to discuss about the managements of plans, processes or mobilized for the review

- Collaborate closely with the process owners to develop - the deliverables, in the preparation phaseClose collaboration is expected also withthe PMO functions, PMO director and Gov./Quality Manager;

- Recommend and report on decisions and trade-offs to be taken by the Project Director and the departments directors to solve interfaces issues;

- Organize and lead workshops with the project team stakeholders:

• For the preparation of the documents;
• For the Review;

- Support the set-up of training sessions for project team and support Process owners in the preparation and leading of the training sessions for the implementation of the plan(s), procedures, process

SCOPE OF WORK

Part 1: Production of the Project Management Plan

Deliverables

- Establish the Project Management Plan, ready for Approval (min. content: cf appendix):

• Development or update of the project management plan taking into account the prerequisites,

- Update of the project RACI & SPOC matrix

- Compliance report shall be issued for each management plan and procedure;

- Note with recommended implementation roadmap of the implementation of the plans, and actions to support the teams;

- Existing Management plans that could be updated:

• Procurement management plan
• Risk management plan
• Quality management plan

- Note detailing the planning and objectives of the training sessions

Part2: Production of key procedures

Deliverables

- Approved procedures of critical processes, namely:

• Change processes (update)
• Schedule processes,
• Cost management processes,
• Financing processes,
• Quality management processes,
• Resources processes,
• Communication processes,
• Measurement processes

- Compliance report shall be issued for each procedure;

- Develop process flow charts to enable a quick and visual understanding of the processes;

- Note with recommended implementation roadmap of the implementation of the , process and procedures and actions to support the teams;

- Note detailing the planning and objectives of the training sessions

Part 3: Production of the Project Execution Plan

Deliverable:

• Establish the Project Execution Plan
• Update of the Project Master Document Register
• Note with recommended implementation roadmap of the implementation of the execution plan and actions to support the teams;
• Note detailing the planning and objectives of the training sessions
